Ability to migrate a (stopped) VM from one cloud provider to another.

Example: A university is running a private cloud on RHEV. During a peak class sign-up period, they want to shift some core systems from their internal cloud to an elastic public cloud provider, and dramatically scale up the resources available to those VMs. Once the peak period is over, they want to bring the VMs back into the private cloud.
