During a peak class sign-up period, they want to shift some core systems from their internal cloud to an elastic public cloud provider, and dramatically scale up the resources available to those VMs. Once the peak period is over, they want to bring the VMs back into the private cloud.

It would be very useful if it offered a mechanism for that, similar to how EC2 allows adding the user-data to the special HTTP server at 169.254.169.254, or how Rackspace allows providing the contents of up to 5 files directly.
